North Head has worked with the Pacific Basin Economic Council, The Global Poverty Project, and The Mountain Institute to create two position papers on how APEC may pursue inclusive rural development and poverty alleviation (RDPA) among member economies. This follows the APEC Leaders’ 2013 call for research on how APEC can best address RDPA.

To advance RDPA dialogue, North Head hosted the following activities in 2015:
June 10 stakeholders meeting in Manila, The Philippines: 
North Head convened approximately 100 stakeholders, to present the first position paper on the draft study by the Policy Support Unit (PSU) of APEC.
August 28 APEC Committee on Trade and Investment (CTI) trade policy dialogue in Cebu, The Philippines: 
Leading up to the APEC Senior Officials Meeting (SOM2), North Head moderated CTI’s trade policy dialogue on the PSU study results and next steps for RDPA. The dialogue featured speakers from the PSU, OECD, World Bank, Asian Development Bank, The Mountain Institute, Philippine Institute for Development Studies; presentation of the first position paper; and country case studies.
November 16 discussion in Manila, The Philippines:
Just prior to the 2015 APEC Summit, North Head presented the second position paper to representatives of APEC member economies and businesses. It outlined proposals for RDPA pilot projects involving select development products, benchmark studies on member economies’ experience with RDPA policies and initiatives; and future directions for APEC.
Poverty alleviation is prominently highlighted in the 2015 APEC Summit Leaders Declaration, released after the above events, outlining plans for 2016 and beyond.
